What Is the National Insurance Nursing Allowance?

The National Insurance Institute (Bituah Leumi) nursing allowance is a monthly benefit paid to Israeli residents who have lost the ability to perform basic daily activities due to age, illness, or disability. It is one of the most important financial safety nets for the elderly and their families.

Who Is Eligible?

To qualify, an applicant must be a resident of Israel aged 60 or older (for women) or 65 or older (for men), and must have significant difficulty performing activities of daily living (ADLs) — such as bathing, dressing, eating, or mobility — as assessed by a National Insurance medical examiner.

How to Apply

The application is submitted to the local National Insurance branch. It includes a medical questionnaire completed by the applicant’s physician, and the applicant is subsequently scheduled for an in-home assessment by a National Insurance nurse. The ADL assessment determines the benefit level — ranging from partial to full allowance.

Appealing a Rejection or Low Assessment

If your application is rejected or the benefit level is lower than expected, you have the right to appeal before a National Insurance tribunal. Appeals are time-sensitive — the deadline is generally 60 days from the date of the decision. Medical documentation and a lawyer’s support significantly increase the chances of a successful appeal.

The Connection Between the Nursing Allowance and Long-Term Care Insurance

Many long-term care insurance policies use the National Insurance assessment as a trigger for benefits. A successful National Insurance allowance application can therefore unlock private insurance entitlements as well.
