What Is the General Disability Pension?
The general disability pension is a monthly benefit paid by the National Insurance Institute (Bituach Leumi) to individuals who have lost their earning capacity due to a medical condition. Unlike work-accident benefits, this pension applies to disabilities arising from any cause — illness, accident, or congenital condition — provided the applicant meets both the medical and functional criteria.
Who Is Eligible?
To qualify for the general disability pension, an applicant must meet two cumulative conditions:
- Medical disability of at least 60% — determined by a National Insurance medical committee based on medical documentation.
- Work incapacity of at least 50% — meaning the disability substantially reduces the applicant’s ability to earn a living in any occupation suited to their background and training.
Both conditions must be met simultaneously. A high medical disability rating alone does not guarantee entitlement if functional work capacity remains largely intact.
How Is the Pension Amount Calculated?
The pension is calculated using the combined disability table, which takes into account both the percentage of medical disability and the percentage of work incapacity. The base amount is set by the National Insurance Institute and updated periodically. Additional supplements may be added for:
- Dependants (spouse, children)
- Immobility allowance (for those who cannot move independently)
- Special care supplement
The Application Process
- Submit an application at any National Insurance branch or online via the NII website.
- Gather medical documentation — specialist reports, imaging, hospital discharge summaries, treatment records going back at least 12 months.
- Attend the medical committee — an independent panel of physicians will assess your functional limitations.
- Receive the decision — the NII will notify you in writing of the disability percentage awarded and the resulting pension amount.
- Appeal if necessary — if you disagree with the committee’s determination, you have the right to appeal to a higher medical committee within 60 days.
